You will first have to purchase a license to run the vBulletin software on your domain. When you have purchased a license, you will then be allowed to download hacks / modifications from this site. There are a few portal software hacks released for the latest version of vBulletin. Which allow you to design your portal any way you wish with the use of HTML.
