on vbulletin.org... That's the only place legally you can find it! :)

It's a custom style only for vBulletin.org. It is not available for public download.

Search through skin sites to find something you like, or the styles forum here.

I don't think there are any available here but I suggest you google search or look around for some websites that sell vBulletin skins maybe someone will have what you are looking for soon.
