Most are in english, probably the second biggest translation is german hence there is a official vB german support site.

Especially because a lot of stuff is hardcoded into the files and not just the templates. Not to mention the admin CP...

online.php is evil when it comes to hard coded english.

FWIW vB3 has language packs which Jelsoft says but I personally doubt allows the entire forum to be in a different language which implies the admin CP and such, too.

Thats why it needs Wordlets. Easier to translate etc. and doesn't need a whole new copy of vB to translate just the wordlet files.
