Select which users can change their Avatar's

Select which user's can change Avatars

Description: This lets you choose whether a user can see the 'Edit Avatar' button. Also, if they try typing in the edit avatar link, they will just get an error

"Select which users can edit their avatars" is how it should be, no apostrophies. Their signifies the possessive, avatars needs no apostrophie.
