ok, my board is closed at the moment..

and at the top it says "vbulletin message"

where is the template or whatever so I can chage that to something like "Welcome" or "Looky Here"

In your admin CP right under the board on/off option.

with the vb_bullet.gif and the title "vbulleting message"

Its in the standarderror template, youll see vBulletin Message in there, just change that.
