I want to put a banner on the top of my vbulletin website.

Whats the size of it so I can get it done?

By "Banner" are you referring to this at the very top?

It depends what you want, do you want it to go from one side to the other, same size as the default one, half way over or somewhere in between. You need to say what you need so your question can be answered correctly.

try 1280 pixels but only way you will really know it upload it and test so the 11 days you have waited for a reply you could of spent and tested this yourself

You can have it whatever size you want but you must be aware of your users and what their resolutions would be, i'd say set the width to be the table innerwidth and it should size up and down with the users resolution.
