There is no free version of vBulletin. You must purchase a license.

Know need purchase the licence,ok I've a vBulletin,but i don't know as change the URL,is only Localhost I use xampp.

You have installed it on localhost, so i guess you are using a nullified (illegal) version.

You could rent a server and install that same copy and risk going to jail (wrong) , or go to vbulletin.com and click purchase (right)!

vBulletin is not free software. You need to purchase a license.

You can't save and save 'til you reach the License price or look for a free alternative, there're lots of open source projects wich are free, but if you can't spend the vB License you're not allowed to use it.

If you can not afford to purchase a license you will need to look for other forum software.
