Nope, sorry, that title belongs to Rob Halford who was the lead singer of Judas Priest.

And even then, Ronnie might have been a great singer, but he was not better then Ozzy. While Ronnie was with Black Sabbath, they made some great albums, and the Holy Diver album was pretty awesome, it just can not beat Ozzy.
