How to Do : -

Upload the File dangky.gif to your images directory.
Import the xml file into your vbulletin using admincp

Can we just use any image? If so, are there any size requiements? I guess the name has to stay the same, no?

Yes you can use any image you like
but rename the image to dangky.gif and upload it to your images directory please else it will not work

As it says it is adding a custom image button , for that there is a mod already there for vb 3.6 which works for vb 3.8 also

works perfectly fine here.. :)
