Note in Private Message Form
 

Very simple mod. Adds a note on top of the Private Message form.

If a registered or unregistered user tries to send a private message, it will add a note on top of the form with links to "FAQ" and "contact us".

This helps prevent users to contact the administrator or moderators for simple questions.

Installation:

Install product via Product Manager.

Edit:

Edit note in the "pm_stopm" template

Styles & Templates > Style Manager > Private Message Templates > pm_stopm

I tried this - works ok but the note appears inside the recipient box unlike on top of it in your image. Is there a way to correct this?
