Can you make this so it will only affect chosen usergroups?

Also I hope you don't mind but, I edited the line of code from;

to;

As I've found from experience that if a user knows how many posts they need to download attachments they will spam the forum to reach the required amount.

I just noticed that if you log out, you can view/download the attachment. So this code is a but useless at the moment.

Where can I manage this in the AdminCP? I do not see an option? I am running 3.7 Gold
