can we use the vbulletin.org's smilies in our site?

I bet if you asked DPS, they'd let you use them - assuming you kept their copyright intact and your site was non-profit.

You'd have to use a .ICO to .GIF converter. The author states on that same page that they're for personal use only; I believe a forum is outside of a personal scope.

whats the meaning of personal use? using them only in my computer? I want to use them in my forum. Can i? and can you give me a good ico to gif converter please?

That means, you can't release it .

I would have thought personal use means you are not using them for commercial gain - so use on most forums would be fine. The easy answer is to contact them and ask.
