100 Licenses? I dont think so but, www.vbulletin.com/order/ theres more info there.

There could be loads of reasons.

He could own a large network of sites would probably be my best guess.

Ya I was thinking that, but what network involves 100 websites? Makes no sense. Even city portals for the whole world are subdomains of a main site.
