Not currently, no, however that will be possible in v5.4.0 :)

Did you set usergroup permissions correctly?

The only option in usergroup settings I have is "is shoutbox manager"

Try the Instance Manager -> Edit :)

Ok, when I click "shout" when I type my message, it dosent enter. Any help with this? :)
