Nope. I believe drk finished this project for a friend and took it no further. I may be wrong but i would have said this won't be released :)

That whole thing is a custom portal developed by myself that's fully intergrated into vBulletin with module support like phpNuke without the conformity, and one hell of a sweet mysql dynamic content caching system.
