The best public indication of public voting is the number of people who installs the hack. Sure it may not mean the hack is perfect, but it means it's useful, hence it's popularity. Why have a separate voting system?

The QA system is a separate issue altogether.

It is only popular due to lack of competition... So how is that a fair judge of whether it is a good hack or not? All it provides is a hack which has not been done before, which could be crapply coded...
