No, it won't. You'll have to use the vBulletin version until vBSEO is released for 4.x.

when i click the link to the sitemap in my report. it shows 403 forbidden.
What can i do now?

Re-do the install, making sure you follow every step precisely.

Are you certain your host allows mod_rewrite?

actually how do i know when i'm able to create the sitemap correctly?

what i get when i open the sitemap_index.xml.gz

Same issue here. However i get an email everyday saying it went through.
