permissions do not work using vb4.2.3

Attachments permissions
Add usergroups ID's who can't see the attachments without reply P.S : Separate the ID's with comma , ex : 1,2,3,4,5,6,7,8,9,10

basically you cant allow certain groups to have this disabled
