Hassan would be the best guy to contact regarding this.

It is entirely possible to modify the Notifications text using css and if conditionals. Will have a look when i get time.

Quite Simply:

Add this to your additional.css

.notifications-number { text-decoration: blink;}
.notifications-number {background-color: #2f4456;}
If you find it useful I will add to original Code
