Because it's a very hard hack to write and if I'm going to put all that work into it I want to make sure enough people want it to make it worth while.

I know they had one out for php nuke I may look and see if I can find that and it worked well im sure it can be converted :)

How long would the whole process of creation take once we get 200 votes?

I'm not sure how long it would take. I'd have to write custom plugins for each major player, then the vBulletin hack. It could take a month or two.
