There is generally more involved than just the folder settings (which themselves are fine). Things like open_basdir can restrict what areas apache can write too. Its also not possible from your post to see where the folder is in relation to your vb installation. Like I said, most peoples set-ups are slightly different.

do you have access to your logs? could check there to see if the job is throwing something in there that could be an indication.
As for my site I have it set up as: BU folder location mysite.com/backups settings in acp: ../backups/ running on linux. |

Yes, the dots are important (two dots, not three, and a slash)
../ means up one folder level. |
