@ Cyb0rg: I found a workaround, but this can't be a real solution. Run the sql queries manually from the non htl folder after htl install, ignore the errors.

Attention: There's a missing ' in shoutbox.sql.

Search for:
DELETE FROM phrase WHERE varname LIKE %shoutbox%';

Replace it with:
DELETE FROM phrase WHERE varname LIKE '%shoutbox%';

Can this shoutbox be displayed on a page other than the forumhome display? (IE, the main page of my site)? In other words, can it be called from a standard HTML page?

Thanks Elrum, that worked. Now I can read the general options for the Shoutbox but I still have the same like before at the usergroup options.

I just see Yes/No there but no text on the usergroup shoutbox option.
Any hints ?

ive downloaded and ran the latest version of the file but when i click on it the link looks like the following:-

when the new page opens I get :-

Your usergroup(s) do not have permission to use the shoutbox

yet the account is an administrator and the usergroup has got permissions (checked myself) have I done something wrong ?

looks like I have fixed it myself. I went to edit the usergroup didnt make any changes but saved it anyway and now it works.
