What must i (or the server support team) do to solve the problem?

Just make sure the database is at the location given in the error.

The server support team told me that they can`t upload the files to this folder which you told me because this folder is open (root). They have now uploaded it to this folder:

They told me that I must adjust the script path if the script is not encrypted. Can you told me how i do this?

No, sorry... I've never tried to alter the database path of GeoIP. It would be a function of the GeoIP PHP extension, not the User Map script.
