This can not be forced on any one. It doesn't matter what the prez or his lackeys tell you. He is not a dictator or a king who's rule is absolute.
We the people have an ace in the hole > Impeachment
Even though he was legally elected, we can kick him right back out.

It can't be forced per say but the law could say anyone without a chip has to pay a penalty "tax" of $10,000 a year. Just as you will have to pay a penalty tax if you choose not to get health insurance in 2014.
