I am running vB 4.2.5 and PHP 5.6.35.

I have tried it in Chrome, Firefox and I.E.

OK. I discovered the issue. There is a menu at the very top that reads "Show Custom Navigation". This menu doesn't show up in the install demonstration image above.

Weird, none of my VB sites have the "Show Standard Navigation" option. Wonder if it's some customization.
