If a template is made global a user can choose a template in the editor.

Add a template function can be ready for the forum admin panel? When the subject member, could see this template.

No, it does not function in the vB Admin panel.
The Admin can set up the template within the forum user settings (Profile) and set a template to Global for all user groups who have permission to use the post template.

Alright, a question.

Because this is a modification, when managing post templates, the user's activity simply says Viewing User Control Panel.

Is there something I can add so it says Managing Post Templates?
