i solve my problem,it is compatibility problem in internt explorer 8.I click the Compatibility View and the problem was solved

The News and Announcements box as default feature, you will have 2 box, one left, one right, right is Ads box, or what you want...

Your edit built for vBulletin Sidebar, I don't test with this, but, this is a suggestion for new feature will be integrated into new version !
