Just ran various tests with 4.04pl1 and with minimum post count needed set to 1, I was able to select "Send PM" to any member. No blocking message appeared and it went straight to the vBulletin editor screen to permitting any registered member (Group 2) with a post count of 0 to freely send PM's. :confused: What am I missing?
