Yes i did all steps and my forum is already UTF-8.

ok, this is very strange because it is working on my board. There seems to be an issue with retrieving data from the database.

Go to: Admin Control Panel -> Maintenance -> Execute SQL Query
Insert this query in the "Manual Query" textbox and click on continue
Let me know if you get any result back.

I get:

error number: 1146
error desc: Table 'smiggy_gupshupp.vbquran' doesn't exist

on quran_install.php
change :
INSERT INTO `vbquran`
to :
INSERT INTO `quran`

Still no luck.

I think, now i know what the problem is. I can't believe I mad this mistake.

As far concerning the images; the images are really big and there might be performance issue but if you really want it then I can spend sometime to make it available only for your board. For others, I'm simply going to stick to the text; the massive language pack will be uploaded very soon.
