this is already part of vbulletin, why is it being released [CKEditor]
version 4.1.9 already has this integrated

This brings the full editor to quick reply and edit. By default it has a light version of CKEditor

the option should be within the sourcecode of CKE
i've played aroung with WYSIWYG editors, and usually its just an option to enable the button within the code
