When a user is in a Additional Usergroup it will use the permissions of that Additional Usergroup. How can I change this so it will use the primary usergroup setting?

For example:
User is primarily in group1
User is additionally in group2

Username changes permissions are now based on group2 but it should be based on group1.

It will use whatever gives them the most permissions (or in terms of input values; that has the highest value). Yes will override a No - if your additional group has Yes, whereas primary group has No, the result is Yes. If primary Yes, additional No, the result is Yes.

This cannot be changed, it's a staple of the vBulletin permissions system.

Any way to increase the columns' width or move things over so long usernames are on one line?

Also, I noticed there were no header and body backgrounds on Username History like under the About Me tab. Was that intentional; if so, any way to add them? I tried once with custom CSS, but it made things look weird.

Unfortunately there is just not enough demand to do it at this time.

can we make a option so admin can view all the changes taking place????

We currently have no plans to release this for vB3, sorry :(

You can do this already via the AdminCP, Profile Change History link on the edit user page :)

you misunderstand me right now as it stands you have to go to each user profile and view the changes for instance if i change from llent to lent you as an admin wont see the change ..how do i know who is making these changes without a page i can look at i would have no idea what member is making them unless i go to every member page

what the admin needs is a page in acp to view these changes i want to know if xxx user changes a name and i wont know that because of the way it is now i have a ton of members and i am not going through each and every one of them daily to see what name they are presently using
