You can use forum BB codes to change the color of rules text.

By default it uses colors defined in your current style.

When i try to enter "Manage Rules" it redirect me to FAQ - SMILES page. What to do ? same with Apply to Forums and Reset Acceptance Status For All Members

You should be a member of usergroup 6 (either primary or secondary membership) to access these pages.

Just set your secondary membership to 6.

It will not affect your primary membership permissions and settings.

The smiley page comes up when an unspecified error occurs, so this is indicating that you have something wrong somewhere. Try reinstalling, try disabling other mods to see if one is interfering.
