When you create a new webtemplate, set :
theme = "DEFAULT BASIC THEME"
header = "DEFAULT VB HEADER"
footer = "DEFAULT VB FOOTER"
and this web template will have your current vb theme. "test" webtemplate that comes with default installation is a good example.
