For example what if someone has ample posts, but hasn't posted in a month. I'd think this would encourage people to continue posting?

The only plugin I have at the hook is:
Cyb - Advanced Permissions Based on User's Post Count - PMs

I went ahead and disabled the hook call, the problem is gone.
