Not a bug, the script just isn't customized to work with every setting. Look at your usergroup manager and find out the ID of the pending group then add that ID to the welcome_headers template as appropriate.

so is there something I can add to the following to include users who have never posted and users who need to post more often?

I'm not following your question... this plugin already shows messages to both those groups.

I think Easy Target just wants to know how he can display google adds, within the welcome header to specific groups and not just everyone?

yes, I want to use some of the groups which this hack creates and display other content, besides the welcome headers. I show google ads to guests and I'd like them to show to guests, members who have never posted and members who need to post more often.
