Enable just one thing at the time (take-over-message or BLock Page), it worked for me like this:

Enable Limited Guest Viewing: Yes
Enable Database Logging: No
Enable Register Take-Over Message: No
Enable Register Block Page: Yes
Register Block Page Count: 5 posts (or what ever you want)

Working fine here - blocked me after only a single read. But really, you don't have nearly enough posts to be blocking guests yet. And you haven't changed the vbulletin banner in the upper left to your own yet.
