Well, not really the place to ask this, but it is based on a number of things.

1) Mods released.
2) Number of installs.
3) Times downloaded.
4) User rating.
5) MOTM wins.

And some other factors as well

Yes he is a pretty good Joe, he has helped me out quite a few times over the years. He not only supports his mods, but when he is able to, he helps fixes issues with other developers mods.

The best part of it all, is he does this without expectation of pay, but I do of course throw him a donation for his time. I have known him to spend hours and hours fixing stuff on peoples sites, and is just happy when it is fixed.

I take it as easy as I can, providing support for my mods, and helping out people where I can. :)

Sounds like something I need to do for people as well. I'm thinking of making some pretty useful mods soon.
