Open the vbulletin.css CSS template, add background-attachment: fixed; under background definition. That does the trick.

You will have to edit the CSS templates and the style variables in that case, black is the only version.

You can easily make it fluid by going to the style variable editor and change the following settings:
doc_maxWidth: remove the width.
doc_margin: top: 0, right: 25; bottom: 0; left: 25; type: px.
