By default it's white and with a white background it would make it hard to see :)

Styles & Templates --> Style Manager --> Style Variable Editor / Go --> Header -->

Ive tried to change them to every color and it never changes

After saving the color did you refresh the browser screen?

Try just... Top Links Link Color
