Where can I get a good set of icons to use with this?

on firefox the icon is centered...but on chrome, the icon is show up the line of the text

how can i fix that?

In your Admin Control Panel (ACP), go to:

ACP > Styles & Templates > Style Manager > Double arrows on the right of the style you want to edit (Expand Templates) > vBulletin CMS Templates > vbcms_navbar_link

I wonder if they've made any template change(s) in 4.0.4. Otherwise, it is supposed to be as mentioned above. :)
