Revert the template named Forumrules. That will display it as you have shown. Admincp - Styles & Templates - Style Manager. Edit templates on the Crastel Style. Find Forumrules, click revert, save.

I can't find the PSD's for the NavBar buttons - would you be able to please tell me where to look?
