I can't say enough good things about PowerVPS:

They've been rock solid and the support is excellent, been with them for about 6 months with sevenstring.org after dropping 1and1 for abysmal service. I also used to run club3g.com, which has over a million posts, and currently still runs just fine on their midlevel Plesk Power package.

You aren't going to get stable, quality hosting with the kind of space and features you're looking for for $20 a month. The base Plesk Power for $45 is probably the best around that you'll find for what you're looking for, and gives you tons of room to expand and host other sites/DNS/mail as well.

Well, I have been through a ton of webhosts, and the best I've found are;
