steps done:

installing ( product-welcomepanel-v22.xml )

uploading ( images folder )

you also need to upload Zero tolerance's version (but don't do the template edits).

how can I change the location of this? i.e..what code do i need to remove/add to stick it under the my shoutbox instead of under the navbar.
