Ok... I figured it out. For some reason, when I disabled COPPA... it works now. Anyone know why this is?

I am not sure I understand the question, but you need to download the archive, unpack it into a folder in your computer, open the readme.html file in your browser (preferrably non-[internet explorer]), and follow the instructions.
