No. In the top of userpage.php, you see a list of commented variables that you can change. Things like the forumid, number of shouts per page, etc.

Right done that, when a report comes in though this message is like this:

I changed the link in the userpage.php file but it still did the same.

Nope, as number 2. I don't see how that would make a difference, anyway, since this is based off of usergroup permissions and not user permissions. Or did I miss something?

I'm having the same problem.. How to i find the phrases to copy over and how to i update the bitfields?
