I suspect it's more to do with the google accelerator you seem to be using, try cutting that out.

I tried it without the google accelerator but it makes no difference.

Try reducing the response time settings (you have them at 20/60).

you need to create the miserable user group first then from admincp you can search any username you want to add to it from there
