Does this have the feature of like having a time limit for the number of files already downloaded to start downloading again and for different usergroups?

Yes, there's a general option for it and a per usergroup overwrite using the usergroup permissions.

Yes, except for the option profile (MEMBERINFO) template edits :)

Where do I change the title length cutoff? One of my titles keeps getting cutoff because it's too long.

Using phpMyAdmin, navigate to the dl_files table and change the name field in the structure. At the moment it's a 50 characters varchar field.

when submitting a comment on a download page i get this

You probably modified the DownloadsII (5.0.8) templates and didn't revert them, so you are using pre-5.0.8 templates without the security tokens.
