You mentioned that means we cannot use their icon or only for some certain forum that using bet as their income? What do exactly the law here?

look, if you would like to show team and league/tournament icons on your site, you should get permission from the league football/soccer association from that country or organizer of the tournament(fifa, uefa, etc..)

the law is, icons are under protection to trademark rule (please read full article on wikipedia)

Some Suggestions:
1. Members can choose which one will their bet such as only guessing winning team, goal score, or exact the match result
2. Members can placed their bet based on some certain of points
3. Using "Reputation Points" as a "Points for Betting" (e.g. = 5 Reputation = 1 Points)
4. Using "Post Count" as a "Points for Betting" (e.g. = 100 Posts = 1 Points)
5. Then, if they loosing bet very often, they run out the points then using Paypal to give more creadits to their Betting Points
(I would not recommended Paypal to do betting in REAL MONEY but only for points ^^)
6. Top 10 of the Month maybe gained more points and new title or awards title that would be great ^_^

Hey, I still have teh same question as before!

I saw you put pictures up of the world cup 06 mod, and it shows that from the 2nd round on, we only have the choice of putting the score but the problem is that if the teams tie they go to penalties!!

Can you explain how the penalties work from 2nd round on please, I need to write the rules for my page and I have no idea how it works!!!
