Ted I think I found some problems with the template code for this.

Shouldn't it read:
<!-- global announcement message -->
<!-- / global announcement message -->

<!-- unconfirmed user message -->
<!-- / unconfirmed user message -->

Instead of:
<!-- / global announcement message -->
<!-- / global announcement message -->

<!-- / unconfirmed user message -->
<!-- / unconfirmed user message -->

.

I had the same sort of problem. I found that because I had upgraded from an older version the upgrade hadn't overwritten the old welcome_headers template. If you open up the .xml file and copy the template from that into the template you already have it all starts to work as it should do :)
