No it's not design to do so.

The inactive mode doesn't apply to the collapsed mode and as no reason to.
The collapsed mode is only a way for user not to see the chatbox but only last X messages.

I don't think I am the one to do that. If you mean adding the number of chats for the computation of the experience in vBExeperience, you should rather ask the developper of the mod to add that functionnality.

I think that you should use the style issue fix for that purpose.
This would thus allow you to put the chatbox exactly where you want it to appear.

I installed this on a new forum of mine but the chat box is stuck at...

how do I change the words that are in the "chat here" box. (its currently in another language)

Is there a query that I can run so that the BBCODE drop down box ALWAYS appears for EVERY member?

Generally the problem comes from an error of installation.
